Can low-middle income families (teachers, police officers, public employees) afford to live in Asheville? buy a house with a yard and have their kids go to a good school or do these folks live in apartments or trailers outside of town? Is Asheville totally overrun with vacation, retirement homes and folks who telework that a family living on a teacher's salary is now bottom of the barrel?

I believe you'll agree that City-Data's Mean Household Income includes retirement pensions and Social Security income. Since a lot of retirees live in WNC, their income probably skews (inflates) the number past what local salaries would deliver, since many of these retirees move here from states that had much more employment, and much higher salaries.
So the question of "Where do people who make $43K and who live in $258K homes reside?" is a complicated one, since both of these measures are arithmetic averages.

45K Asheville? Nah not going to happen. Growing up in Canton say 25 years ago sure but I doubt that your going to find anything in that price range unless it needs some SERIOUS work.

You need to re-read the post. The poster said INCOME of $43,000 per year, house cost of $258,000.
We make $48,000 a year and qualify for $200,000 USDA. We have been looking for either a house or land for a modular since May. It is not that easy, but I am very picky on what I want and I also keep in mind for re-sale. We are also a family of 5 with school age kids, so schools are important to us.
