I'm not sure I agree with the dressing in layers theory. In reality you go between two conditions during winter, very cold (outside) and quite warm (inside). So what you really need is good outerwear that you can remove or don quickly as you transition. What you really need is a heavy-duty warm jacket (with hood or cap - must cover ears), gloves, maybe boots if you plan to walk far, and that's it. You don't need anything special under those. Of course you can't wear the same jacket all winter, you really need three, a very warm one for the coldest 2 or 3 months, a medium one for the couple of months before and after, and a spring/fall jacket for Oct or April type weather. And a really light jacket for summers because many summer evenings can be cool esp compared to TX.

Property taxes are in the 2% range, but assessments are higher than in TX so there may not be any great savings.

You don't have to agree with dressing in layers if that's something you don't feel the need to do. Some do it because it works best for them. It is a suggestion to someone who has no experience dealing with our kind of winters. It doesn't hurt to have a variety of under/outerwear for all kinds of weather.
