Bolivia is one of the poorest countries in the world and it is entirely normal for young kids to work in order for their families to survive. This is nothing new, and if they couldn't, they would starve .

This is insane.It is probably because of the unclear labour laws in the country and wrong amendments.Once I read somewhere that there are some agreements made by both the sides,labours and owners and they both abide by it and thus exploitation of these agreement may lead to legal action.
