Op, have you tried the telemarketing places? also, the advice about creating your own work in the form of bothering people in surrounding areas vis a vis lawn-mowing or car-washing is quite good. as noted, you likely would not make as much as a regular job minimum wage, but you'd get some income and assuming you're friendly with the people, you'd get a large source of good references. also, volunteer work either at a church or soup kitchen like locations is usually open. just doing it even once or twice has the possibility of putting you on to some of the usually lower-scale type stuff in terms of people being open to helping someone young. again, where talking below minimum full days pay most likely though.

the only other recommendations i'd have is flyer distribution, the paper routers, or lifeguard. the first ( at least in my city from what my little cousin tells me) often tend to be half scams in that they don't pay on time and the hours you've worked. the second is quite good but very often requires a car. the hours are also very early, like 4 am to 9. the third obviously requires certification. if you've some swimming chops already i think it takes a year or so to get it. YMCA type places are always looking for lifeguards.

if you have some computer savvy you could maybe make some money there. tutor, baby-sitting, and and one day cleaning/ movers is another possible option. not sure about what is asked of in construction. maybe also try factories. can't think of anything else at the moment. just spit-balling. you might have tried all this already though...

FYI, Red Cross lifeguard certs are EXTREMELY painless. The training is a week (40 hours or thereabouts - look it up online) and costs relatively little (around $400?). That being said, if you don't actually WORK after you get the cert, it's money and time down the drain.

Caveat - there are some municipalities that require an additional course of training, from a different accreditation agency, but they will put you through it if you already have Red Cross and they hire you. Call your local YM/YWCA and municipal Parks and Rec to find out details... One of my kids was in a similar situation, and after he went through Red Cross cert over Christmas vacation, he was hired by municipal Parks and Rec as a beach lifeguard.

It was a couple of years ago, so I'm a little fuzzy on the details, except relatively - sorry.
