We were walking toward each other in the hallway but wasn't close enough to speak so once we became closer I went to look at her and she was looking in another direction which is why I didn't say anything. So my point is she saw me walking toward her and didn't want to speak which made me suspicious

I know you won't take this well but here goes.
You have built up in your mind some sort of racial animosity this woman has. You have some sort of luncheon you must attend and now hope this woman will not attend.
If you are anything in real life as you are here you won't be able to restrain yourself from "socializing" at the office and making your delusion public to coworkers.
If that happens it will get back to this woman (I believe you said she was in a supervisory capacity although not your's). When that happens expect the Gates of Hell to open up on you at your new job. It may be Civil Service but you can still be fired, especially for making false accusations against a fellow employee. The charge would likely be some sort of creating a hosile work environment coupled with filing a false accusation. You won't survive.

You are aware that you have no right to expect anything of anyone, right?
