I still say that you should make an appearance, but have somewhere else to go and leave early. At least you made an appearance.
It seems that you aren't comfortable wearing a swimsuit in front of colleagues. That is understandable. Maybe you can avoid going on the water slides, and just say that you have somewhere else to go, and don't have time to shower before your next event. Or maybe you can say that you hurt your back and can't go on the water slides.
Another option, since you are a man, and swim trunks don't really reveal much more than shorts: maybe wear a shirt if you go on the slides and in the water. Is that something you'd be comfortable with?
Also, I assume the buffet would be somewhere separate from the waterpark area. Maybe hang out mostly near the food? Maybe the idea was that the waterpark could entertain the kids who are going to the party? Entertained kids are a good thing; bored kids are a bad thing. Although, having it in the afternoon makes no sense.
I agree that this isn't the best idea for a company party. But, unfortunately, in the working world, we sometimes have to do things that we don't want to do.
I would say, "if I'm not sick AT the time of the Christmas party, I WILL be, once I finish prancing around the water park. You know me and colds, Joe!" (Works best if you are an individual actually prone to illness when the seasons change; alter to taste.)

LOL Its pretty disappointing. I was looking forward to bringing my girlfriend to the christmas party. But she will be working because they made this in the middle of the day and at a water park.
At a few points throughout the event, make sure to say something like "hey, you look good" to the owner.
Do it casually at first and then escalate by staring at him just a little too long. and touch him on his back a few times - again, keep your hand there for a little too long.
Then say "hey, I really like that bathing suite", and look at it for a little too long. Have a look on your face like you are getting lost in what you are looking at and then snap out of it and say to him "wow Jim, this was such a good idea. We should really hang out more, I'd love to buy you a drink".
