This is not your ordinary job, but we have to rely on people to get to work because of limited vehicles. I cannot get my own here until the vehicle becomes available. This friend of mine who was driving us to work, wakes up late and tells me he will be out in 20 mins. I waited, and then he said we will go in two hours (he went back to sleep). Hes leaving in less than a month. I have to deal with these people for much longer duration. I am sticking with the plan at leaving at 12 because I dont want to be in a hostile environment.

I went and call my job up to notify them somewhat why I am late, because I know that I am. I cover myself up because they know I dont have a vehicle and he was driving me to work.

But I feel like I betray my friend (but I take work seriously)

So you do not rely on yourself to get yourself to your job yet you feel betrayed by a friend?
Look into public transportation and rely on yourself to get yourself to your job.
Have a back up plan for the times your ride does not show up.
Be responsible for your own transportation.

There is no public transportation here. They share out vehicles here to the workers. We all live in the same building.

Otherwise I do take care of myself. I never rely on anyone before.

If you had added that detail in your first post my advice would still be the same.
Why can't you get the keys from the other guy and drive yourself?
Anyway, I hope you get it worked out soon. Good luck.
