A friend got his doctorate from the University of Phoenix, and got a new job in the field of his degree paying more. He works in education, and stayed in the same government education system he knows. His move was from teacher to IT educator.

Generally, the only time itmay be an issue, is early in your career (and even that isn't a given), when you lack work experience. After that, most employers will only care that you have a degree.
If you are looking to advance an existing career it doesn't really matter where a degree is from because you already have an established work history. For entry level work it may matter if the competition is tight, or it may not matter if the employer's options are limited. Just make sure you can pass the drug test.
Some are just check the box, yup, you have a degree, like government.

Agreed - there is somewhat of a stigma attached to for profit degrees. There are plenty of 3rd and 4th tier state schools that offer MBAs and are more affordable which won't have the stigma of a for profit. That's not to say the course work is any less rigorous at a for profit.
