When did the shackle and hoist method of cattle slaughter get banned in developed regions like North America, Western Europe, or Australia? And why is it still used in less-developed regions like South America - cheaper than more modern and humane methods of cattle slaughter?

Kosher Authority Banned "Shackle and Hoist’" slaughter last Tuesday.

Switzerland was the first European nation to ban kosher slaughter, in 1894, in a campaign that was seen at the time as a clear message that the country’s Jews were not welcome. In 1929, Norway banned kosher slaughter amida highly-charged, anti-Semitic debate. When the Nazis came to power in Germany in 1933, one of their first acts was banning kosher slaughter. Sweden has banned the kosher slaughter of cows ever since the Nazi era, in 1937, but the ban did not extend to chickens until 1988.
2013 in Poland, 2014 in Denmark. Two of Belgium’s regions have recently voted to ban both kosher and halal slaughter, starting in 2019.
New Zealand 2010.
Since 1958 the United States has prohibited the shackling and hoisting of cattle without stunning them first.
Animal cruelty is not banned in the US yet. Actually the US has a horrifying new plan for animals: highspeed slaughterhouses.

I'm not talking specifically about kosher slaughter - I'm talking about shackle and hoist for any kind of slaughter, kosher or non-kosher.

The "shackle and hoist" method of slaughtering livestock is unique to the kosher industry.

There are many slaughter procedures that religions and cultures use around the world. The two that are commercially relevant are the halal and kosher methods practiced by Muslims and Jews respectively.

The Arabic word halal means permissible, and the rules of slaughter are based on Islamic law. The animal has to be alive and healthy, a Muslim has to perform the slaughter in the appropriate ritual manner, and the animal's throat must be cut by a sharp knife severing the carotid artery, jugular vein and windpipe in a single swipe. Blood must be drained out of the carcass.
Animals killed by halal methods are now stunned before slaughter.
Irreversible cessation of consciousness and insensibility to pain are achieved, providing the most effective stun. There is no delay between stun and subsequent death, so the animal cannot regain consciousness – as can happen with conventional slaughter methods.

In non-halal slaughterhouses, stunned animals are shackled and hoisted above the ground where a slaughterman "sticks" them, cutting their throat or inserting a chest stick close to the heart. Cattle and some sheep and pigs are stunned by a bolt through the brain before being killed.

There may be a variety of answers but I would check these sites for a better understanding of the reasons for the banning of such methods and procedures.

I read about this many years ago and there is a also a movie of her experiences and what led her to develop a humane method for the slaughter of livestock. It's an interesting life she has lived along with her many accomplishments and contributions considering her difficult childhood.

Temple Grandin

At 15, Grandin spent a summer on the Arizona ranch of Ben Cutler's sister, Ann, and this would be a formative experience towards her subsequent career interest.

She was one of the first scientists to report that animals are sensitive to visual distractions in handling facilities such as shadows, dangling chains, and other environmental details most people do not notice. When she got her Ph.D. at the University of Illinois, she studied the effects of environmental enrichment on pigs. The title of her dissertation was "Effect of Rearing Environment and Environmental Enrichment on the Behavior and Neural Development in Young Pigs". Grandin expanded on these theories in her book Animals Make Us Human.
