can be world cities like New York, London or Tokyo.
party cities like Ibiza, Macau or Bangkok
or cities that may not be powerful but have a great quality of life like Oslo, Sydney or Vienna.

The US is the clear winner in this one. With China and Germany competing for a distant second place.
India and Brazil each have several very large cities, but the relative lack of economic development leave those countries out. Russia and Canada each have 2-4 great cities--depending upon one's personal perspective.
France, The UK, and Mexico all have ultra-primate cities which dwarf those nation's other cities. The "second city" in any of these three countries would be hard-pressed to compete with any of the top 10-15 US cities.

Well, the OP says it doesn't have to be giant primate cities, but interesting party cities and the like as well. When that comes into play, then there are a lot of other pretty respectable countries out there.

Top 10-15 US cities in what? Population? Because I'd take Guadalajara or Manchester or Lyons over Phoenix or Dallas any day...
Though there's even smaller cities in Mexico or France or the UK that I'd take over some larger metros in the US. Sometimes the largest cities aren't always the best cities--true in the US as well once you get below the very largest(NY, LA, Chicago) population isn't the indicator of my own preference.
If I thought about the US might win for me--though there's a lot of countries where I haven't visited the entirety of... Though I could base it on my personal love for NY, SF, New Orleans, Boston, Philadelphia, San Diego, LA, Savannah, Charleston, Seattle, Honolulu, Miami and so on... Due to size there is a lot of different cities in the US to choose from.
Though at the same time a place like Italy would rank pretty high for me--between Rome, Milan, Florence, Venice, Palermo, Genoa, Torino, Napoli, Bologna, and Verona--that's a nice collection of cities that I've enjoyed(or plan on visiting for a few).
