What World city, which has a name beginning with the letter "M," is the greatest?

Please take into consideration: uniqueness of culture (food, creative arts, architecture, etc.), aesthetic beauty (architectural & natural), historical significance, buzz/pulse (that feeling of "life" you get when you know you're somewhere special), nightlife, modern relevance (not a Disney-like parody of its former self) and name recognition.

well montreal and munich are less than half the size of the other two

Montreal = 4M. It is very similar in size to Melbourne.

The city is 1.9M, but it is surrounded by many suburbs. Municipal boundaries are artificial, the metropolitan area is more representative.
