Evidently that guy once attempted to attack Japanese ambassador to Korea. Seems like a Korean nationalist.
And since Korea is not a dangerous country by any means, I don't find it surprising that he was off guard. Wasn't the prime minister of Belgium attacked by some random folks not so long ago?(they threw food on him, btw)
