I would say France or Italy but speaking the language would be a major bonus unless you can find work with an Anglo-Saxon company. In France I would say Paris, Toulouse or Lyon in particular as they are the most culturally vibrant.
In Italy I love Rome but could never live there, just too......exhausting ! Florence would really tempt me though.
Do your homework though, living in a country is a lot different than visiting and you don't want any nasty surprises.
Ireland is to me an extremely appealing country ( culture-wise Dublin would be best) , fantastic scenery and the Irish Tiger has brought stable economic success to the this beautiful country.
The advantage with anywhere in Europe is that the rest of the continent is easily and cheaply reachable for long-week-ends, holidays etc... If you ever became a National of any European country, this also gives you the right to reside and work anywhere within the European Community.

I am looking for a socialized country with art and culture ( unlike the U.s.) What does everyone suggest? If you have lived in Europe?
Japan is far better than Europe. EU is too tragic. Over-emotive southerners, bitter northerners. You can't go past the repressed Japanese, and its safe, and you can buy a foreclosed property in Japan for no price at all. REALLY cheap. $50,000 for a good house 4-5km from a station, 40mins from the city. Now is the best time to buy because of the 'depression'. japan has been cheap for the last 5 years. Its also well located.
