A regulated free market works. When they see a need they fill it. If the profit is too great competition moves in. If profit is too small the less efficient businesses fail. Expecting a central government to see all needs and then fill them is economic suicide.

Even seemingly "dead end" jobs like fast food have a career path. You can start off as the crew member, become a shift manager, work your way up to a store manager or even district manager. You could start off pushing carts at Wally-world and several years later make 100k+ as a store manager. There are no dead end jobs, just dead end employees.
