Moving to NYC in Sept 2009

Hello everyone,
My friend and I are planning to move to NYC in Sept 2009. We currently live in south NJ (outside of Philadelphia). We are white females in our late 20's. She is a social worker and I'm an interpreter for the deaf. We are looking to spend about 1600 to 1800 a month but have no idea where to start looking for an apartment. I plan on making a career change and will be attending MUD school in Manhattan ( Make-up Designory’s school…. West Broadway between Spring and Broome Streets) So I want to find a place with an easy commute. I also want to find an apartment in a safe place. We are not too familiar with NYC so any information on what we should be doing now to get ready for the move in about a year would be appreciated. Also I’m asking for any information that will help us find the right neighborhood. Thanks
