The "One Drop" Rule

What I don't understand is how a bi-racial person can be lily white, but because they have that "one drop" of black blood, somehow that trumps their white blood (this, almost always stated, with great pleasure, by black people) Yet these "one drop" black people are usually never accepted as truly black, among blacks with brown skin????? Then, a thread starts about bi-racial people being "confused"....ah yeah, if black people are not going to allow them to claim their whiteness and, at the same time, are going to shun them because they don't act black enough.....???
Someone please explain
