Please HELP! Tomball Schools Vs Conroe -!!!

Moving from out of state.. Love the Woodlands .. The area we are interested in has an exemplary elementary . however they are allocated to Tomball Middle and High which are only academically acceptable.. I see the Conroe schools are rated exemplary for all of their middle schools. Can someone please let me know how the Tomball schools are ? Why are they rated so low? Would I be better off going to the conroe schools? The house we love has the Tomball schools but I do not want to sacrifice a good education for my kids either. I have to make a decision fast . Any help would be greatly appreciated !
