Well to me Dallas is quite boring and country, so that may take awhile. Houston would probably be the closest to become like CA. A higher number of Black and Hispanic "Mostly Black" gang members have been moving to the Houston area from Los Angeles. Houston And Atlanta have the highest number of blacks moving in from outside the south and within. The city in TX most like CA than any other is indeed El Paso, not because of crime, simply the way its built and looks. DFW will soon become like Atlanta. The blacks are escaping Louisiana and Arkansas for cities like Houston and Dallas for better opportunities. While in CA the blacks are being pushed out. A higher number of innocent blacks have been moving to Texas from CA as well.
