I wonder if there was a city you visited that you would recommend to people like me?
I currently live in Columbia, SC and can attest to the lack of infrastructure here.

There are a lot of very good things about Columbia- it's an easy place to live. I don't feel constantly stressed out like I did in San Diego, where gas was $5/gallon, rent for a 1 bdrm apt was $2000/mo, and traffic was insane.

I bought a home in Columbia last year for less than $180K. It's less than 15 minutes from downtown. Property taxes are less than $1000/year and my neighbors are friendly and look out for each other. There is "enough" to do - museums, movies, university lectures, growing list of interesting restaurants and breweries, and plenty of outdoor activities.

Healthcare is not great here. When I first moved, I had to get on a 18-month waitlist to see the primary care doctor of my choice. I hear this is not uncommon.

Greenville and Charleston are BOOMING. They are both lovely (mountains and beach), but traffic congestion in GV is an issue. Charleston is becoming increasingly unaffordable and crowded.

I can't comment on Charlotte's infrastructure, but it is a fun place to visit - hip neighborhoods, excellent restaurants, culture, is still affordable, etc. If your politics are more progressive, Charlotte is worth considering. Asheville is the South's answer to Portland or Austin, but it's become quite expensive.

I know Millennials who have moved to Baton Rouge, Birmingham, AL, Savannah and Winston-Salem and absolutely love those cities (I don't think Baton Rouge is necessarily on the radar for many people).

Good luck!
