The Holy Spirit is a person. He has a will (1 Cor 12:11), he speaks (Acts 8:29, 11:12), and is God (Acts 5). He can be offended, and he can direct you do act (Acts 16). He can be grieved (Eph 4:30).

He is the 3rd person of the Trinity. He is called God (Acts 5:3-4), He is a creator (Job 33:4), and He was present at creation (Gen 1:2). He is all-knowing (1 Cor 2:10-11). He is not "a god", since we know there is only one God (Deut 6:4). He is God Himself.

Jesus promised he would send the Holy Spirit (John 14) after he ascended to Heaven.

We receive the Holy Spirit at the moment of salvation. There is no special annointing where a person is guaranteed the ability to speak in tongues or anything like that. We are "sealed" with the Spirit at the time we become a child of God (Eph 4:30, 2 Cor 1:22, 2 Cor 5:5, Rom 8:23).
