"Sticky" as in sticky note?

I see "Sticky" at the beginning of threads. Does this mean, as in "sticky note"? Are these posted only by CD administrators? Please elaborate/clarify re "Sticky" postings. Thank you, in advance!

Stickies are threads which remain in place. Moderators, Senior Moderators or the Administrator can create stickies. Generally only two stickies per forum or sub-forum are allowed.
