"Banned but not banned" - Users without reputation "scales" button but not a "not a member"

I've witnessed several permanent/lifetime banned users (I know they're permanently banned because they don't have the scales (rep comments) button/icon in the upper-right of their posts, so users can't rep them) with user title like "senior member" instead of "not a member" (or "banned")

What's the difference from "not a member" (or "banned") type of ban?

None, it's just a technicality: it depends on what a moderator clicked to execute the ban.
