It may be that a member must be active for a period of time or have posted a specific number of items before the additional link icon becomes part of your options. ?? I can’t find anything yet to support that thought but I’m checking.

From the TOS (terms of service) it says this:

Creation of active links is enabled for users that have been here for more than three days and have a couple posts already.

So depending on when one joined, depends on when the link icon will be available for their use it seems.
