Yes they are. Even though they extend into the southern part of the Sahara, 90% of their population lives well south of the Sahara, at the same latitude as Senegal. The Sahel is defined as a sub-Saharan zone, and Bamako and Niamey are both south of what is generally recognized as the Sahel. Chad is also Sub-saharan, with nearly all its population south of the Sahel.

"Politically, it consists of all African countries that are fully or partially located south of the Sahara."

I don't care where the majority of the population lives, half of those countries are located in the Sahara and have much different views than Sub-Saharan Africans in general.
Niger and Mali 90-95% Islam, Chad 53% Islam.

Senegal is the first country on your list, and it is 94% Islam. Nigeria is 48% Islam, just five points behind Chad. When Muslims outnumber Christians in Nigeria, will Nigeria stop being sub-Saharan?
