In South Africa, given high amounts of crime and corruption broadly similar to various Latin American countries, is there a similar system of bending the rules to the viveza criolla of Argentina, Venezuela, and other Spanish-American countries, or to the jeitinho of Brazil? If so, is it as developed, so to speak?

South Africa on a country that evolved from the British Empire. It makes no sense comparing a cultural difference between former Spanish/Portuguese colonies with former British ones since inevitably cultural things such as the "viveza criolla"/"jeitinho" will be different or non-existant in former British colonies. Even entertaining such a comparison quite entertaining precisely because its like comparing apples to oranges.

With that said, overall South Africa appears to be a much less developed country than Latin America as a whole. For example:

- Life expectancy in South Africa is lower than in any country in Latin America. Even Haiti is ahead. https://www.cia.gov/library/publicat...55rank.html#SF

- South Africa has the world's fourth highest HIV/AIDS rate, more so than any country in Latin America.
https://www.cia.gov/library/publicat...63rank.html#SF

- South Africa has the world's highest number of HIV/AIDS deaths, more so than any country in Latin America.
https://www.cia.gov/library/publicat...65rank.html#SF

- South Africa's obesity rate is higher than all countries in Latin America except Mexico and Argentina.
https://www.cia.gov/library/publicat...67rank.html#SF

- South Africa is poorer than Latin America as a whole and select countries in particular.

https://www.imf.org/external/datamap.../ZAF?year=2020

- South Africa has one of the world's worst unemployment rates and is worst than all countries in Latin America except Haiti.
https://www.cia.gov/library/publicat...20rank.html#SF

- South Africa has the world's third highest crime rate, higher than typical for Latin America and higher than even the Latin American country with the highest crime rate.
https://www.numbeo.com/crime/rankings_by_country.jsp

- South Africa has the second worst homicide rate in the world, higher than any ciuntry in Latin America except for Venezuela.

- South Africa makes it to the top 20 countries by kidnapping, in Latin America surpassed by Mexico, Venezuela, Colombia, Guatemala, and Brazil in a region composed of greater than 20 countries.

- South Africa has the world's fourth highest feminicide rate (killing women), in Latin America surpassed only by Guatemala and El Salvador.

- South Africa has the highest rape rate in the world, surpassing all countries in Latin America.

Overall, South Africa appears to be a considerably worst society than the typical country in Latin America. That gives it a quality of life that is much worst than in the countries with the "viveza criolla"/"jeitinho."

Except Venezuela. According to that site, South Africa scores 77.29 and Venezuela scores 84.36.

I think #11 from this thread sums up South Africa well for me: https://www.city-data.com/forum/worl...nesburg-2.html

I love Mexico, but tend to find South Africa more organized and open about its problems (it also has a robust news media landscape). The stats shown above may be due to better reporting in South Africa compared to most Latin American countries.
