Number of posts about the area. If it meets a threshold, a sub-forum will be created. But to be honest, it's probably not even close to warranting one.

Using an advanced search with Tuscaloosa in a thread title in the Alabama forums, 115 threads over ten years appeared.

A quantity of quality topics relevant, specific, and on topic to Tuscaloosa can help support a new sub-forum. Initiative may be required by initiating threads that have thoughtful discussion, are on topic, and are relevant to Tuscaloosa.

Sub-forums can be counterproductive. Against advice, Vermont had a Burlington forum added. That forum is effectively dead, and the additional waffling on where to post eliminates a lot of posts, bringing the posts in the main forum down as well. Sub-forums are only indicated when there is enough clutter in a main forum to justify the thinning.

Creating a sub-forum for Tuscaloosa now would be counterproductive. There is not a significant quantity of threads relevant to Tuscaloosa to support a sub-forum at the present.

When there is a significant quantity of threads relevant to Tuscaloosa to support a sub-forum, then it could be productive to move forward in that direction.
