Huh, I had no idea that Biden was willing to put it to test, only heard a few midwest states piloting this program. Anyways It would difficult to meter if you charge your car at home

I already get double taxed since I own PHEV in Alabama. I get to pay an extra $200 per year (just like it's a full EV), while still paying gas taxes.
