From 2001-2010 the crash rate in ABQ fell by 32%, the injury crash rate fell by 47%.

In 2009 the crash fatality rate in Albuquerque (8.3) was lower than the national average (10), and crash rate and pedestrian fatality rate was similar to other similar sized cities in the region (El Paso, Austin).

Fine, even if we were to assume the Allstate report (using outdated data from 2011-2012) had any validity, we're not even in the worst 35% of cities according to it, titles of news stories notwithstanding.
