most of these cities are in the eastern part of the country, which, as I said, historically took much less of an impact of organized crime, cartels, etc, than areas of Western colombia where the main rutes of drug trade were established. A good part of the municipalities in the eastern departaments of Cundinamarca, Boyaca and Santander (the three of which make for a population of like 6 million people) only have 1 or 2 homicides in 2016, or didn't have any (the last is especially true for Boyaca where like 70% of the municipalities didn't have homicides). But if you took Valle del Cauca, all of these cities in the sphere of influence of Cali (Tuluá, Palmira, Buga, Cartago, etc) still have very high homicide rates, drug mafias are too ingrained there since Cartel de Cali and before.

in my city (Zipaquira) homicide rate went from 7 per 100.000 to 20 per 100.000 from 2014 to 2015. the number fluctuates a lot for being a small city in Bogota's sphere of influence. This year so far we haven't had any homicides, I think.
The small towns are very nice, they have similar rates to US towns. It does fluctuate a lot since small towns have such low population. The suburbs like Envigado, Itagui, they seem very nice too, whereas it seems like in Mexico and Brazil most of the crime is pushed out to the suburbs. Good to hear that most places seem to be low-crime, I bet there are many cute towns in Colombia to visit or even live in that are generally safe
