That says "Palhoça, Santa Catarina" for the location.

Granted, its in the general vicinity of Florianapolis. But, in my experience of spending time in Brazil, unlike the U.S., things usually look worse the further out from the city center.

Anywhere in the world - including rich countries - there are neighborhoods like this.
Santa Catarina is still the state that shows the lowest numbers in poverty/criminality.

Florianopolis has cases of buses being set on fire by criminals amost every month.

Most capital cities of Brazilian states have cases like those only once per year, or even a whole year without any case of burned buses.

Why would criminals burn buses?

This, but homicide rate is 10-100.000. Brasil is not "safe country".

If you could do some comparative numbers. That number in isolation won't have much meaning.
