China is building the thing from scratch and paying for everything. That is not a string attached.
Strings attached is what the US does, which is offer help but the country has to adopt a set of policies that in the long run benefits the US more than those countries. The US even conditions the help on the basis of who governs what country, as if that's anyone's business other than the people that live in those countries.
That's why African countries are preferring Chinese investments over Western ones. The Chinese simply do business, they don't stick their noses in local political/cultural affairs.
