The late "Comandante" Hugo Chávez FrÃas had a lot to do with Vnzla being included in that group.
Similar ideologies being shared at the time (21st Century Socialism - Socialismo del Siglo XXI) with Brasil (Lula), Argentina (Kirchner), Uruguay (Mujica), Paraguay (Lugo) and the ca$$h box that he brought along with him had a big impact and allowed to be admitted.
Exactly, also Venezuela doesn't have 50% of the development(economically, in terms of people's rights and standard of living) Brazil, Argentina and Uruguay have.
Generally more prosperous and peaceful. Safer for a newbie to travel and live in who isn't streetsmart regarding "typical Latin American issues." Temperate climate, a bit higher % of "white Latin Americans"
I'm thinking of spending a week and a half in Chile within the next couple of years. Its a latitudinal, mirror image of N. Americas west coast. Barren cold current desert transitioning to Mediterranean scrub and agriculture transitioning to cool, temperate rain forest with fjords and glaciers.
Just got back from Australia. Love the southern hemisphere.

I think that it is impossible to get firm statistics on citizens with indigenous descent.
For instance while almost all Chileans are of partially indigenous descent, those who self-identify with and are accepted within one or more indigenous group are less than 5% of the population. According to the 2011 Census, 2.4% of the population of Uruguay reported having any indigenous ancestry. Argentina has 35 indigenous groups according to the Complementary Survey of the Indigenous Peoples of 2004, but those who declared to be Amerindian or first-generation descendants of Amerindians, were only 1.49% of the population.
So Chile, Argentina, and Uruguay are usually considered the most European populations of South America, They are often referred to as the "southern cone".
Bolivian people who are of indigenous ancestry constitute approximately 62% of Bolivia's population and belong to 36 recognized ethnic groups.
Native Paraguayans, include 17 ethnic groups belonging to five language families with only 1.7% of Paraguay's population being fully indigenous. However 95% of the population identifies as being mestizos.
In the united States studies have shown that people are usually a lot more mixed between African, European, and Native ancestry than they admit or even know about. The census has taken the approach that race is more of a matter of social self identification rather than scientific percentages. The concept is confusing to many Latinos who check yes they are Latinos, but don't always identify as White. They don't identify as African-American, Asian, Native American, or Polynesian either. In Mexico they most often identify as Mestizo or simply as "brown". They frequently check "other" in the race box.

Not really, not Chile. Uruguay yes, Argentina maybe, but less than Southern Brazil for sure.

Bolivians are some short ass Munchkins. When my cousin traveled there on vacation, he said he felt like he was The Big Show from the WWE even though he is only 6 foot 1. He joked that being 6 foot 1 in Bolivia is the equivalent of being 7 foot 1 in The United States, LOL. Bolivia is Munchkin Land.
They all speak a beautiful language, have beautiful people, and they all take advantage of it. Just like another race or group of people that can. I only care about the artwork produced.
