I would say Ecuador followed by Colombia & Chile and finally Peru.

Ecuador has the added bonus of the Galapagos islands.

The Humboldt Current makes the west coast of South America very cold --both the water and air temperatures. All the way up to the Equator, where penguins can still be found. No matter how beautiful any of those beaches are, it is usually too cold to spend much time on them.

North of the Equator, where the coastline veers back to the east, and the water is warmer, there isn't much beach, its mostly impenetrable jungle down to the coast.

The best beaches for what?

Sunbathing?

Watersports?

To look at/photograph?

To bathe in?

Not all beaches are perfect for each activity, so it really depends what you are looking to get out of a beach.
