Won't even cover your heating bills for the winter if you buy fuel. You have to live there for a full year before applying.

Yes, a full calendar year is my understanding. Meaning if you arrived here on January 15 , 2010, you'd get your first check in October 2012. They are suppose to be pretty small by then, possibly only a few hundred bucks.

Snow forms if the air in a cloud is below freezing. The water vapour then turns to ice instead of rain and the tiny ice crystals stick together until they form snowflakes.
