The alternate design on the Bank of the Southwest Tower looks like the campanile (bell tower) of the new Sacred Heart Co-Cathedral.

The greatest cancelled project of Houston is the Harrisburg freeway--the portion of Texas highway 225 inside the 610 loop. It is only completed with only one exit inside the loop. Apparently it is one of the two freeways that was designed to have a wide median in it; the other being the South Freeway (TX-288), which was built. The Harrisburg Freeway was slimmed down to a conventional freeway (no median) but neighborhood opposition cancelled it in the '70s. The downtown end of the freeway is where the new soccer stadium is being built along with some already built lofts and office space. Looks like there might be an opportunity if the developers were aware of this.
In Colorado Springs it's gotta be Cooper Tower. Numerous versions were approved, the tallest being 26 floors and the version that made it the furthest before being cancelled was 22 floors. I know that is not all that impressive but for a city whose tallest building is 260 feet tall, this would have been a huge addition to the skyline.
I believe that there are a few other mid-rises planned for the city, but they are on hold indefinitely until the economy improves. The economy is what killed Cooper Tower.
