There was also the Sapphire Tower, its development company went bankrupt in 2007. I can't find any renders other than the old ad visible in streetview next to the parking lot on which it was supposed to be built. The land was sold and there's a different tower that's supposed to be built there now. Sapphire Tower was proposed around the same time as the Trump Tower, and they had a bit of a competition going on to see which could outdo the other. Sapphire Tower was proposed at 1122 feet but was scaled back to 643 feet due to shading constraints on the square in front of City Hall.

Of course Charleston, WV isn't going to boast any huge projects that would blow people's minds away, we still do have some projects that would have been nice if we could have kept them.

which of course the probably now wish they would have due to the natural gas boom here in WV.
DC: A bunch of them, but Hill East and much of the Navy Yard redevelopment come to mind. There were also plans to make the Mall look like a Versailles-type garden; would have loved to see that happen.
NYC: South Ferry Plaza. I love classy buildings in Lower Manhattan.
What is your city greatest cancelled (or signifcantly scaled back) project/building/etc? Please give the specifications of the project as well, just to put in perspective how large it was supposed to be.
For Baltimore I would say 10 Inner Harbor, it was to be 59 floors and would have been the tallest from Philly to Charlotte. It would have been 1.5 million sq ft, would have included office, residential and retail space.
Hey bmore boy just to let you know 10 Inner Harbor is not shot down yet, the economy tanked that's all, it will still be built but it will be mixed use residential and commercial
Like many projects of the time, it had to be scaled back during the Great Depression. Had it been fully built out though, the thing would have been beastly. But no doubt many people are still very happy with what we were left with.

Not officially cancelled yet, but not funded or in capital plans: Metra Connects : Proposed New Starts
It would have provided a way to get around Northern IL without having to go downtown first.
Also, many buildings downtown, including the Spire, the Needle, and a domed football stadium, which would have attracted more sporting events. The downtown circulator, done in by massive study costs.

That's a good runner up, but I'm going to ultimately go with the 81-story Book Tower.
