I am aware that, since Arizona does not observe DST, Laughlin and Bullhead City are currently the same time. However, if I go in winter, does that cause problems with electronics? As in, will my cell phone repeatedly go back and forth between MST and PST?

Mine does not constantly change back and forth but does change. I am on Sprint and phones typically look for the stronger signal.
I will at times drop down the hill from Kingman into Bullhead then come out in Needles Ca or through Golden Shores. I know during this loop it does change.
A few phones can be set to not roam which may help.

Yuma and Winterhaven Ca have the same problem. My cell phone would not change to California time until I was on the 4th ave Bridge and literally 1/2 way across the river. So No, the cell shouldn't be changing constantly

Had some issues around Parker with cell phone time. Would be in Arizona and it would show PST, then cross over the river and have it bounce over to MST on the California side. Wasn't that big of a deal, just made sure I kept an eye on the clock in my car.

Default The question is...............

WHO CARES! Your phone will still work. If you get confused on what time it is, you have more serious issues.

Uh; since many of us now use cell phones even to check the time, that CAN be a BIG problem in the Bullhead and Laughlin area because in the winter with the different time zones, the read out on your phone can switch back and forth 1 hour.
