Here is the scenario. A friend in Cali borrowed a car and came here for a visit. Got a red light camera ticket. The owner of the car got the ticket in the mail and went online and check it out. is the owner of the car obligated by law to tell the court who was driving?
What Is the deal with tickets from out of state?

Everything the owner of the car is obligated to do should be spelled out on the ticket. Obligation is the same whether you are in state or out of state.

This question has been answered countless times here.

Read the ticket and accompanying material. It typically says right on it that the owner of the car is not obligated to ID the driver, and it can be safely discarded.

I knew a guy that did that when he got one in the mail a few years back from out of state.
But he found not too long down the road that his driver's license and registration on his car were suspended.
I don't know if I would want to take legal advice here. It may be correct, but who can you blame but yourself if you don't follow up and check on it???

Getting legal advice from a stranger might be just a little risky, it is like asking someone on the street how and what.
Just pay it, can't be all that much.
And explain your friend, green is go, red is stop.

No you don't have to identify and as was stated above...all instructions are contained within the ticket. I believe that your friend may need to get a hold of the court and state that it was not them driving...just don't identify the driver and it all goes away.

And please stop running our traffic signals. That gets people killed.

Ask two lawyers and get two different answers; the price you’ll pay for the advice is more than the cost of the ticket. Pay the ticket and move on. Then "talk" with your friend about how much he owes you.

google: how do you confront your accuser if it's a red light camera, and start reading.

I don't like attorneys, for the most part they don't know much and all they care about it how much money is in it for them.
I would advice this, without getting legal advice.
Call the jurisdiction that the ticket came from whether that be county or city. I will assume this photo outfit is a contractor to whoever as most photo types are.
If they are a contractor the ticket may well be valid.
