If you don't want snow / cold, you'll want to stay around the Valley. Weather in AZ is differentiated by elevation. Stay below around 4,500 feet if you don't want to see white stuff in the winter time (though areas surrounding Phoenix will occasionally see a dusting on a rare winter, and flurries in the Valley itself have happened before). Phoenix and Tucson are both decent areas, but if you want to avoid the summer heat look into some of the mid-elevations. Areas like Cottonwood and Prescott Valley, or southern Arizona, such as Sierra Vista, Benson or Willcox (though when I was in Sierra Vista, there was a foot of snow on the ground -- winter can be hit-or-miss there). Most of the world-famous golf courses are around the Phoenix metro area though, definitely something to consider.

EDIT:

Here's a pretty basic map of the state. For the most part, any area on the Colorado Plateau will be cold in the winter. Most areas will have snow. The transition zone is hit or miss. Higher areas (Prescott and Payson, labeled) will see some snowy days in the winter, but will mostly hover in the 40's until Spring comes around. The closer you get to the "Basin and Range" area, the less chances of seeing snow. The Basin and Range area are not likely to get snow. Down where Sierra Vista and Nogales are, there's more mountains and higher elevations, which occasionally have cold winters.

There are over 400 golf courses in AZ. The vast majority of them are in the Phoenix metro area. Scottsdale has the most courses, but Mesa, Chandler and the Sun Cities/Surprise areas have lots of courses as well. If you are looking for a job, especially as a resident pro, many of the housing communities have private courses that support one or more pros that manage/teach/coordinate the course. These are plumb jobs if you can get one. I haven't met a local golf pro that wasn't smiling (like the cat that just ate a canary).

Oh, did I mention 350 days of sunshine?
