In all likelihood, the public safety would actually be drastically improved with legalization owing to all of the financial and human resources that would be freed up by no longer having to police, prosecute, and incarcerate non-violent marijuana offenders.

Which AGAIN could be accomplished in the short term by a simple decriminalization for small amounts. Why is this so hard to understand?

You want to stop the black market while decriminalizing? Where do you think the newly decriminalized pot will come from? That's a straight endorsement of the black market. You want to legalize possession without legalizing production? That's even worse.

Is it really? Given that legalization will NOT rid us of the black market nor even make a dent in it as evidenced by CO, all it does is make a few people REAL wealthy, again just like CO.
Decriminalize UNTIL the kinks as found in CO are ironed out, why is that so hard to understand? Oh wait because you WANT IT NOW (stomps foot,shakes fists)...
