You may want to look into the Alpine, CA area which is around 30 miles east of San Diego.

Population: I would say Sierra Vista but the city is over 30,000. However, you could live in one of the other nearby communities.
Mild winters: yes little to no snow.
Summers: Usually in the 90's but a few days it does reach above 100 - this is AZ after all
Storms: Where in the US wouldn't there be storms? We do have monsoons and those are amazing!
LGBT: I have no idea as it's something I've never researched!
DSP: I did a google search for DSP Sierra Vista and it appears there are openings.
Breed: As meo mentioned, it would depend on the apartment complex or landlord.


Best thing to do would be to plan a trip to see the area.

Couple things to mention-
Arizona's SB 1248, passed into law in 2016, forbids any city or county from enacting or enforcing breed-specific legislation.
And Bisbee is probably Arizona's most LGBT-friendly town.
