Tough question, Lainbow.

Is employment an issue? Do you want and/or need shopping, restaurants, bars and other forms of entertainment? What do you consider safe?

Since relocating to Tucson in 1997, I have lived on the Northwest edge of the city and have always felt safe and comfortable while still convenient to just about everything.

Try rural Yuma or La Paz counties. Low crime, very hot summers, warm winters, little congestion.

What about employment?

Naturally if you move out into the middle of the desert there will be little or no crime . . . even goons and thugs need entertainment and food.
