I've seen that here too. Someone once told me it's to prevent denting/scratching other surfaces when parking close to a stationary object. Could that be it?
Perhaps someone just likes ramming "Barney" into walls over and over again

I noticed their usually tied or latched up to the back of the trailer, that would make sense to stop scratching other objects, but it doesn't seem like it would offer much.
