This turned out to be a fraudulent scheme run by individuals from SID/special improvement district associated with the city of Cherokee Village. Read the text of the lawsuit Kronkosky versus Cherokee Village/SID, easy to find online. Cherokee Village had settled with them last year.
Looks like auctions were bogus and no one was expected to big due to lack of marketable title, it all went to land company and was meant to tunnel the money from later-sold tax-foreclosed lot out of the city (while the residents faced levy hikes). Shady as hell.

The city is going to come to you very soon and say ‘Hey, we want to increase your taxes to get your roads taken care of because now, we’re not going to get [any funds] from SID anymore. We’re going to increase your taxes to keep our fire department where it is.’” It will be up to the citizens to vote.

The second was whether to agree with the contract change with ALC to set up a payment agreement, for a lesser amount, in exchange for ALC opting out early. The second vote on a modified contract with ALC came with some hesitancy, but ultimately the three commissioners agreed to accept the terms of the modified ALC contract. Legally and structurally this appears to be a mess, but I suspect that is just the way things are when governing and taxing bodies are created ad hock to fill needs, as they arise.

It has a drawn diagram of the scheme to tunnel money out of Cherokee Village, involving the 3rd party aka land company. Basically, the governance selling tax-foreclosed lots and the land company having 95% of that money through a complex scheme, not clear where all the money ended up but I can guess. News articles conveniently avoid this part and focus on other aspects of the lawsuit such as SID levy issues (the contract with the land company had been terminated as a result of the settlement)

The heavy restrictions, enforcement and extra taxes - yes, that's the way things always are when "big Gubmint" is created. Homes there seem to be getting listed with significant discount to rural Northern AR prices, by the way.
