Thinking about relocating to Bella Vista and trying to get a complete expenses picture. What is the average utility costs in BV? I know some house have heat pumps and others propane heat. Which is best and how much is average yearly cost? Thanks.

It's impossible to answer this question since it would be based on the square footage of the house. I do think most houses in BV would have heat pumps. An average house of 2000 sq. ft probably has an average light bill of $200/month, which may be higher in very cold or very hot weather, and lower in seasons where little heat or air is needed.

Like mentioned, It really depends on the size of the house and how often you use the utilities...
There is a $37/mo POA fee, the minimum water is $25, garbage is $50 quarterly, if you have propane, cost depends on a lot of things, electric too, my 1800sf monthly bill for the last 10 months averages $51 but then I don't use the stove to cook all that much or frequently do lots of laundry...
