Are the rules and restrictions regarding outside landscaping or decorating very restrictive? Also, what about fences (for dogs) and vehicle parking?

My aunt and uncle live there, and yes they can be restrictive on some things, but I am not sure to what extent. You can get more information @ Hot Springs Village, AR - Property Owner Services (http://www.hsvpoa.org/Property%20Owner%20Services%20Home.htm - broken link)

Thank you for the information. Having visited the Village this past spring I had the impression that it was almost too perfect and am a bit worried that restrictions might be oppressive. Would like to hear from current residents and their opinions. Thanks!

I think you have to get a landscaping permit if the changes affect drainage or the work involves a change in the materials used.

Decorative fences are allowed in the front yard (I don't think a permit is required). Other fencing is limited to 4 foot height and you can't use uncoated chain link, wood is preferred.

There are no restrictions on servicable vehicles (non-junkers), but I'm pretty sure you can't have a car up on blocks. If you need that, you can probably find a nice place on Hwy 5

what? you cannot have a fence. we lived there ten yrs and I never saw a frontyard fence Or backyard fence. Have dogs? You have to keep them on a leash and walk them. Friends of ours had a lovely , 5' tall lighthouse in their frontyard and nobody cared. If u have an RV it must be at their RV area, an eyesore off the Balboa Lake bridge. One side of the bridge is Gorgeous with a big blue lake and marina, the other side? A flat, huge RV storage, unenclosed.

(1) 4 foot fences are allowed with permit. "Privacy Fences" are not allowed. Natural materials are preferred.

(2) Dogs must be under 'verbal control'. They do *not* have to be on a leash, except for trails.

(3) The RV Park below Lake Balboa is not owned or operated by the HSV POA.

Those commercials were run by NRP, who no longer has title to many (if any) lots in HSV. Unless someone buys the rights to the commercial, they'll probably never air again.
