I like Naples because of its history and authenticity (it's much less touristy than the other major cities in Italy). It's also fairly cheap by Western Europe standards (a delicious personal pizza for 3 Euros? Yes please!) However, in terms of crime and cleanliness there's no comparison with Singapore. Naples is notoriously unclean. And driving is a nightmare with all those aggressive drivers. Even being a pedestrian is a challenge.

I'd go with Singapore.

If possible, you could opt to live in Johor Baru, Malaysia, which is much, much cheaper than Singapore, and only a local bus ride into Singapore.

Just curious whats the ethnic mix of Johor Baru? Is it predominately Malay? Or some Indian and Chinese as well?

Both are quite nice but so different. Tough choice I love Italy for the architecture, food, language and shopping but Naples isn't the best place in Italy. Italians could sound rude, they speak loudly and driving there is a nightmare. Singapore is very clean and really safe. For exemple... i forgot my purse (money, passport and credit cards) I realized it after 30 minutes and when i came back my purse was still at the same place . You can find cheap flights to Bangkok, Kuala Lumpur or Bali. Bintan island is one hour by ferry and has beautiful beaches
I would choose Singapore though but i have a strong addiction for asian countries
