Open-minded. Saigon is moreso than Hanoi.
I'm not sure exactly what you mean by openness. But, Vietnamese people are certainly hard workers. So, if you mean open to companies coming in and doing business, and being employed by foreign companies. Than, yes, Vietanamese are very open to that.
The work ethic is certainly there. Usually right around 5am, you hear the roar of motorbikes all day, with people running around trying to sell things, do things, work at places...and that roar of cycles doesn't stop until quite late.
Exact opposite of crossing into say Cambodia, where suddenly everyone appears to be lazing around and looking for shadey trees to sit under.
In Vietnam, people will stand out in the soon all day, for 12 hours at a time, just trying to sell a handful of vegetables they pulled from their garden.
Crazy hard work-ethics, to say the least.
