Seriously, Chinese government is kind of tough, but Chinese people don't care what you do. Prostitution is illegal but indeed very common, almost every Chinese man believes that prostitution should be legalized(but China is nowhere to democracy, so it will remain illegal forever). In China, nobody cares about religion and nobody wants to convert you. Chinese people primarily only care about money making today. As long as you have $$$ and you are willing to pay the right amount, no service will be denied to you, regardless of your race and nationality.
Atheist Chinese have zero interest in telling you things like "God says marriage is only between a man and woman", "Have you found Jesus? Do you want to go to Heaven? Why don't you read Bible?", "Prostitution is morally corrupt and you shouldn't do it!", "Christianity isn't that great, our religion is way better and that's the only way to go to heaven, interested?".
Anyway, don't try to convert anyone into Christianity in China, people won't buy it and nobody wants to make friends with you. On the other hand, if you want to have some fun, you can ask your local Chinese male buddy where to find a decent brothel, and you will be helped. Nobody bothers to judge on "moral" ground.
Two exceptions:
Soft drug is illegal, don't do that in China.
Human rights are violated in that you don't have the freedom of speech to criticize Chinese government openly.

I wouldn't mess with soft drug in any of them. But, you can come across soft drugs more easily in Thailand, India, Cambodia, Israel. You can spend prison time for possession as well though. You'll spend serious prison time if caught with any drugs in Japan, Korea, Malaysia, Singapore.
Human Rights. Not sure. Probably worst offenders would be Turkey with their Kurdish populations, Thailand has some issues there with Burmese and Muslims in the south, as does China. Japan might have the least human rights violations. I'm not expert in that area though.
LGBT Rights. None of them have LGBT Rights. A few are more tolerant of transvestites, transexuals, Gays, etc. Those countries being the Philippines and Thailand. But, 'rights', I'm not too sure about.
Foreigners. This depends on the person. As a foreigner, I'm comfortable in most of them. Other foreingers wouldn't be comfortable in any of them.
Other Races. Too subjective as well.
Athiests. Muslim countries wouldn't accept that. Southeast Asians are so spiritual, they might find it off as well. I'd go with China on this one. Possibly Japan as well. China and Japan being the most tolerant to athiests.
Christians. Most Buddhists don't really care, that I'm aware of. But the ones with the largest christian populations would be The Philippines and South Korea.
Prostitution. Pretty much rampant in all of the countries listed.
Where is China on the list? well when it comes to drugs I would say ethnic Chinese. Most drug lords or drug dealer that they always caught in the Philippines are ethnic Chinese.

Once caught in China, they will most likely face death penalty. China executes thousands drug dealers each year.
