Why are some Asian nations prosperous and efficient (Singapore and South Korea) and others are not (Indonesia and the Philippines)? Is it because of culture?

Yes one of the factors is culture. For example in the Philippines, we have this bad habbit that we got from the Spaniards that we call " Manana habbit " English it's " Tomorrow habbit " it's doing something the next day instead of doing it today.
I also believe that having so many " Old Rich " families who own almost everything in the country ( big haciendas ) while most people do not have any land. The rich just keep getting richer while the poor keeps getting poorer.
Greedy Politicians who keep building many mansions, collecting expensive cars and jewels and sending their children to the best schools abroad.

Government just do not invest in infrastructure because they are all greedy and want money for their personal interest.

Corruption holds many of these countries back, Indonesia and the Philippines both have severe corruption. Tackling graft should be made priority but then this I suppose this is also down to culture.

Culture is only a small reason for why some countries are much more successful than others. The most important factor for a country's prosperity is good governance. Look at the Koreas. Same people and same heritage, but South Korea is an OECD nation that has hosted the Olympics and is home to Samsung, LG, and Hyundai while North Korea is one of the world's most impoverished and backwards. The difference? Good governance. Look at Taiwan and Hong Kong vs Mainland China. Heck, look at 2013 China vs 1970 China. The truth of the matter is that while having a hard working, educated, industrious and law abiding populace is helpful, the fortunes of the world's nations are determined by the political and business elites. The difference is that some countries' power brokers actually care about their country while others only care about enriching themselves.

the Filipinos over here in USA seem to be very prosperous and work -o- holics

with a very strong work ethic and value higher education
